Registering and renewing in SAM.gov is free at sam.gov. Third party sites charge for what the government provides at no cost, so you never need to pay to register, to get a UEI, or to renew. Renewal is annual, and a lapse blocks payment drawdowns on active grants, so start about 60 days before your expiration date.
