The Narrative Behind The Model.
Each link is measured. Completion is captured at every session. Placement is verified with employers. Retention is checked at six months against a stated reachable denominator. When a link weakens, the data shows exactly which one, which is what makes this a management tool rather than a poster.
Assumptions are stated rather than hidden: employer demand holds in the region, transit support removes the most common attendance barrier, and participants who hit a setback re-engage when coaching reaches them within a week. Each assumption has a data check attached to it in quarterly review.
